draw.io - Flowchart Maker & Online Diagram Software is one I've used from time to time. It has offline and online versions, both free. Otherwise I use Google Draw or Libre Draw. If you plan to export as an image from Libre Draw I often find that it doesn't handle transparency layers well.
I've used Dia with fairly good results in the past. I mainly use LucidChart online now, though; $4.95/month (or free for students and teachers).
